La IIª edizione del FINA Water Polo Development Trophy si è svolta, come la precedente, a Kuwait City, dal 5 all'11 aprile 2009.
La formula del torneo è stata la stessa dell'edizione 2007: le 12 partecipanti si sono affrontate in una fase a gironi, dopo la quale hanno disputato direttamente le finali.
I padroni di casa del Kuwait, dopo essersi accontentati del quarto posto nel 2007, hanno conquistando il successo battendo in finale Singapore.
