This are the same persons. He was born in Germany as Alexander Weber but emigrated at the end of 2004 to Argentina and started for his new home country. He is now divorced and seems to use his birth name again (see http://www.fie.ch/Competitions/FencerDetail.aspx?param=933B4F2B7784FB025A9A863D08372060).
