of the Rio Grande, under the orders of the Ex-ecutive of the United States, the general-in-chief desires to express thehope that the movement will be advantageous to all concerned; andVk^ith the object of attaining this laudable end, he has ordered all underhis command to observe, with the most scrupulous respect, the rights ofall the inhabitants who may be found in peaceful prosecution of theirrespective occupations, as well on the left as on the right side of the RioGrande. Under no pretext, nor in any way, will any interference beallowed with the civil rights or religious privileges of the inhabitants;out Uie utmost respect for them will be maintained. W^hatsoever may be needed for the use of the army will be boughtby the proper purveyor, and paid for at the highest prices. The gen-eral-in-chief has the satisfaction to say that he confides in the patriotismand discipline of the army under his command, and that he feels sur»ihat his orders will be obeved with the utmost exactness.

GENERAL TWIGGS. REFUSAL TO RECEIVE MR. 6LIDELL 78 Gommand of Colonel Twiggs,* left the encampment.The two brigades of infantry followed in succession, thelast leaving Corpus Christi on the 11th. General Taylorand staff accompanied the rear brigade. The steamersand transports, containing the provisions and suppliesfor a depot to be estabhshed at Point Isabel,t the siegetrain and field battery, together with a company of ar-tillery and the engineer and ordnance officers, com-manded by Major Munroe, left Corpus Christi at thesame time, under convoy of the brigs of war Porpoiseand Lawrence, and the revenue cutter Woodbury. Meanwhile, the anticipated revolution had takenplace. Mr. Slidell waited two days after the publica-tion of the dictamen of the council of government, inthe expectation of receiving a reply to a note he hadaddressed to Pena y Pena, on the 16th of December,desiring to be informed what were the difficulties in theway of his reception.
