Il distretto fu creato con il Local Government Act 1972, il 1 aprile 1974 dalla fusione del Distretto urbano di Nailsworth col Distretto urbano di Stroud, il Distretto rurale di Dursley, il Distretto rurale di Stroud, parte del Distretto rurale di Gloucester, del Distretto rurale di Sodbury e del Distretto rurale di Thornbury.
